Angela Severson is an Associate in our Municipal Law Group, and provides services and advice to the firm’s municipal and private clients in various areas of concern, including:
- Municipal governance
- By-law drafting and review
- Review and drafting of municipal agreements
- Zoning issues
- Building Code and Fire Code issues
- Freedom of information and conflict of interest matters
- Municipal liability issues
Angela grew up in Brockville, Ontario. After working for several years as a law clerk at two large firms in Ottawa, she attended law school at the University of Ottawa. Angela articled with the in-house legal team at the City of Ottawa, where she was responsible for small claims litigation, including running trials and attending at settlement conferences. She acted as a prosecutor for the City, under a variety of by-laws and statutes including the Building Code Act and the Fire Code, and attended as second chair at Ontario Municipal Board hearings, and labour and human rights proceedings.
Angela continued in this role following her call to the bar in 2012, after which she relocated to the Greater Toronto Area to continue her career in municipal law as a solicitor with the City of Hamilton. During her time with the City of Hamilton, Angela was responsible for drafting and reviewing federal and provincially funded homelessness contracts, including advising the client on strict adherence to service manager agreements with the government for such funding. In addition, Angela advised on various municipal issues including governance of business improvement areas, cemeteries legislation, by-law enforcement matters, drafting by-laws and policy documents and advising City Council on various issues of municipal governance.
